According to AMD in a report placed here, it should not happen with chip bought from official distributors which are listed here (US) and here (Europe). According to various sources, 60000 seized Athlon XP type CPUs were about to be tampered and sent to China and Europe through the infamous grey market (OEM buying trays and selling them to resellers).
